First of all, The Hyuuga are somewhat related to the Uchiha (Byakugan being a mutated version of Sharingan according to the manga). And second, I concur with what has been said above, good and evil depend on the person, not the clan.
However, some clans are a bit more predisposed towards war and such than others, like the Kaguya clan for example. There were indeed lots of people in the Uchiha who were dissatisfied with their lot and decided to do something about it collectively. And the Hyuuga aren't exactly role models for happy families, what with all the hostility and bad blood between the main brand and side branches.
But no, the Hyuugas are not evil, especially after Naruto got to Neji with his speech during the chuunin exams. Misunderstood, rather strict and controlling, yes. Evil, definately not.
