Well, it is really simple.

All of naruto's power comes from the bijjus.
Without the bijju chakra he is basically SM naruto , while SM naruto is quite strong himself but he is near MS Itachi level in a best case scenario (and that is just pushing it)

If Naruto gives ALL HIS BIJJU CHAKRA, to sasuke along with the power sage gave him, he can easily make sasuke, kaguya level or above.
He is just wasting his chakra in kage bunshin jutsu and sexy no jutsu anyways, clearly he is not using his chakra efficiently...

BUT If sasuke gets that power,he will become a better combination of current naruto and sasuke and with his expert skills, he can easily seal kaguya and save the shinobi world.
It would be like Sasuke/Naruto Fusion but without actually fusing.

This is just a synopsis of the theory.

Now here I will clear out any possible doubts you have in mind :

Q: Can Sasuke actually manage all that chakra ?
A: Yes, he can.

Kyuubi compared sasuke's chakra with Madara's chakra.
Madara with senju hashi cells was able to hold a full juubi + God Tree.
Also Madara said PS is comparable to a bijju and Sasuke have already shown a much better PS than Madara's PS.
Orochimaru said Sasuke have potential to surpass madara.

So yeah, he can do it.

Q2 : Will bijju help Sasuke?
A: Yes they will!
Yin Kyuubi helped minato because yang kyuubi helped naruto.
Bijju are friends of Naruto and they will help anyone if he asks them to.

Q3 : won't Naruto die if he gives all that bijju chakra?
A : No.
Killer Bee survived bijju extraction by having a very little portion of hachibi chakra in him.
Naruto can follow the same procedure.

Q4 : Why not let naruto have sasuke's power?
A : You need a lot of time and training to master sharingan, let alone rinnegan.
Kakashi could not defeat itachi's tsukiyomi even after having sharingan for so long.
Clearly even after so many years , He was still in learning phrase of his sharingan.

Naruto is not a quick learner and it would take time for him to learn the usage of sharingan.
Naruto also does not have time to learn all this.

So yes, naruto is not a good candidate here because he won't be able to use sasuke's power which requires high intelligence and great battle sense to use.

Hypothetically, Sasuke would have solo kaguya and sealed her if naruto would give him his power.
But Naruto could not do so if he gets sasuke power, so this cannot work other way around...

Only plot is protecting kaguya right now ,in a realistic situation, this would be the best thing to do.

Actually there is a flaw to what you are saying though. If he was to get the combined power of Naruto and the Bijuus then he would have been equal to Madara right before Kaguya took over. The power Madara had was not at the same level as Kaguya. Kaguya still absorbed even more chakra from everyone before becoming complete. He wouldn't beat her since he can't get to her level with all that power. As for this seal that really strong, It doesn't seem that you can beat Kaguya 1on1 it has to be at least 2on1 ie with the Hagaromo and Hamura.

Naruto actually supplements his Hagoromo/Ashura power with the Bijuu. It's actually unclear how much of his current power comes from the Bijuu; it seems they mostly add their own natures to his raw chakra, but do not possess much of their own power.
