I think Shikamaru would win I feel like he would use his byakugan against him some how.

There is no tricking the byakugan. Even Shika can't pull that off.

I think Neji wins. All he had to do is get close to Shika it's all over cuz Shikamaru isn't a Taijutsu specialist

while i do belive shika takes this wouldn't neji's byakugan sense the chakra in the shadows?

I think it would, and not to mention that Neji has complete control over his own chakra system. So even if Shikamaru gets him in a shadow, its still have to think that neji can expel chakra from anywhere on his body.
