IMO its the Konoha higher ups. They spew out the Will of Fire motivation to protect the next generation when were sending them out onto the battlefields (Kakashi, Obito and Rin) exactly what Hashirama didn't want.

I always thought Naruto was a hypocrite when he so badly wanted to be acknowledged by others and yet he was just as quick to judge. He ignored those he couldn't relate to or weren't his type, but jumped at being friends when it turns out they're so much alike.

Sorry but Sasuke and Ay

Sasuke: 1.) Tells Naruto to get stronger then him and when he does he gets pissed of then leaves the village.
2.) Doesn't kill naruto at the valley of end because he didn't want to get strong the same way as Itachi, then when
He see's him again after 2 1/2 years the first thing he tries to do is kill him.
Ay: 1.) lets the fear of his brother dying control him for an entire arc then threatens to kill Bee himself after telling
Naruto and Bee not to let their Emotions cloud their judgement ( which he did for the entire Gokage Summit)
