i always thought that there were so many shinobi that had so much hype but never any feats to back it up but when i think about the shinobi that have lots of hype i cant rank them could you please make a top 10 list of shinobi who have lots of hype? also they are also allowed to have feats e.g the third raikage there i lots of hype concerning him but he does back it up.

so it doesn't matter weather they have feats or not just rank them from strongest to weakest according to HYPE only thanks
