Strong points
1)Basically, one can create whatever you want, provided it falls under a C-Ranked technique, i.e. pillars, shields, spikes, walls, and so much more.
2)One can turn a dry terrain into a land filled completely with snow after some turns which can be used to manipulate the newly created snow.
3)No handseals required, so it's quite fast in it's activation.
Weak points
1)Takes 3-4 turns for the snow to completely surround the terrain.
2)Has a mid-range limitation.
3)The opponent can heat up the surroundings causing the snow to turn into Water and if cleverly thought by the opponent, the snow that turned into Water could be used as a Water source for his Water techs.
Combinations-strategies
Well, after the snow starts falling, I would place the opponent under a snow-related genjutsu(custom one), thus making it difficult for him to put himself out of the genjutsu. Also, I could follow up with a Water technique to numb the opponent due to the cold air surrounding him, leaving a clear opening for me to finish him off. I would also use this to break out of D-Rank genjutsu, since I can form a full body armor out of this versatile technique.
Ways to counter this technique
A high ranked Fire jutsu could be used on the fallen snow to melt it and as I said, use it as a newly created Water source for my Water techniques. Since, snow doesn't magically fall out of thin air, there would obviously be snow clouds. I would use a powerful Wind technique to blow away the clouds and clear the atmosphere.
You Doing the jutsu.
I mix my Water and Wind chakras together in the right proportion, forming Ice chakra. I then send my newly formed Ice chakra into the heavens and thus form snow clouds, out of which snow would slowly fall towards the terrain. After I do this, I use my Ice chakra to materialize a pillar out of thin air, and doing the same once more, I gather it throughout my body, forming an armor made up of Ice.

Strong points
1)These swallows can't be dodged, and require an actual armor of some kind to protect the opponent from harm.
2)They can change direction in mid-air, thus taking the opponent by surprise and they're quite fast in their flight.
3)Also, they are resistant to Fire techniques upto C-Rank, so unless the opponent metagames or has intel, he would find that D-C Rank Fire techniques wouldn't hinder the trajectory and properties of the swallows.
Weak points
1)They can be melted by B-Rank Fire techniques and above.
2)A highly resistant armor like Earth armor, or Wood armor can protect the opponent from the projectile birds.
3)Since they're more in number, they individually cause lesser damage.
Combinations-strategies
I would use this when the opponent is under a genjutsu or preferably, when he's vulnerable, i.e. I could use Stone Spikes or Wood Spikes to skew him and then launch the swallows to quickly damage his body, targeting his vital points for better damage.
Ways to counter this technique
Lightning, D-Ranked would suffice, since it can cleanly cut through the Ice birds. And, the usual counter could be B-Rank Fire or above. Also, Earth projectiles can work, like Mud Shot, to hinder the trajectory of the swallows.
You Doing the jutsu.
I mix my Water and Wind chakra effectively, in the right proportion, to create Ice chakra. I then gather this new chakra in my body, channeling it to my hands, as I outstretch them, channeling the chakra outward. Next, I use elemental recomposition to materialize actual Ice from my Ice natured chakra and spatially recompose it to give the Ice the shape and form of several swallows of Ice, that are launched toward your clone. As your clone runs away, the projectiles follow and make sure to hit him.
