The difference is most Hyuga can do it inately. Rather passively. Add a chakra nature and there are many possibilities.

I do. Neji was never meant to know that move anyway. There are many more who can do 64 palms, full body blow etc. Neji is just a prodigy. Doesnt mean others dont know it.

Sakura's tech is great but different. She stores/seals chakra in a single point and her strength comes from storing the "maximum" amount of chakra and releasing it at the point before impact.

Very different from releasing Chakra from any part of your body effortlessy. Both serve useful purposes but the Hyuugas abilities are innate and in their genes.

I would say Sakura's tech is more of a body feat unlike the Hyuga that rely on pure control of chakra, she stores large amounts of chakra in a specific part of her body while Hyuga specialize in controlling the chakra within theirs and other people's body.

None can see the full Tenketsu System without Byakugan. Kagauya showed how gruesome Byakugan can be if they had the monsterous chakra of Uchiha/Senju.

Its not a kkgg to hit Tenketsu obviously, but the accuracy and speed of they're taijutsu is top in the leaf. Just watch Neji vs Kidomaru. If neji had Aur Palm the match would be so much easier. Yet he still pulled it off using nothing but his clans techs.

Kabuto didn't do the same thing, scalpel affects your nervous system not the tenketsu, and Hyuga could easily use that tech if they weren't nerfed to only use taijutsu. Kishi avoided giving them other feats because he knew their chakra control would make the likes of Sakura look like trash.

I don't think you understand. They release Chakra from every Tenketsu in their body.No one has been shown to do that except a Hyuga. I repeat EVERY single Tenketsu.

Show me the number of techs where chakra is released from ALL over the body, but wouldn't involve chakra points.

This is originally a Taijutsu that is passed down only in the Hyuuga main house. However, being a branch house member, Neji uses his own intuition and natural talents to master the secrets of this Taijutsu.
