Humanoid Susanoo

I know this is old news about Sasuke's Humanoid Susanoo but I still can't really picture what this thing is? Is it a Rinnegan ability? Can Madara do this? I've never really understood how this technique came about so if anyone could explain that would be much appreciated!

I'm pretty sure Sasuke just used Preta to siphon out some of the tailed beasts' chakra and... use it to boost the power of his lightning chakra for Indra's Arrow, I guess. It's probably why the armor is receding as well. He's redirecting as much power as he can into his strongest move.

Not the same "person" actually. This "person" is entirely new, never seen before by us. And that the best Sasuke could do.
