Gosh this is a hard one cause I like both of them. I would say Orochimaru because its pre-meditated and Mayuri does it on a whim.

oro hands down,at least mayuri has a human shape...oro has done so much experiment on himself that he is anything but human(great white snake shape) and oro conducts experiment on large number of people,toying with life after life..according to sir blade of chaos mayuri does it on a whim...and only on the enemy captured if I may add.
