Well while Sasuke aiming for Hokage was a little much, if you truly think about it...he hasn't really killed anyone really innocent.
Itachi: Killed his Clan...though yea he was ordered to, at the time he was rogue and also helping Akatsuki (even if he wasn't 100% on their side).
Deidara: serial bomber, Akatsuki
Orochimaru: Ex-Akatsuki, Helped mess up Konoha, Deranged Scientist, Rogue Ninja
Kabuto (detained): Edo Tensei, helped Orochimaru
The only questionable kill is as follows:
Killer Bee: While he didn't kill Bee...this is his only questionable action. Yet he failed anyways, but who csn really blame him....finally kills his hated brother to figure out he killed his loving brother.
Danzo: Killing him as Hokage was questionable, but Danzo wasn't a good guy per-say. He attempted to kill off the part of Konoha not loyal to him during Pain's invasion (by hiding)....not a good Hokage. On top if that his actions to ensure the Leaf's safety would have only lead to the world's downfall (basically screwing over the other villages, but also would have drawn the other Villages against them.
Some would say the Kage, but remember they attacked him.
Finally, Sakura was the only one I'm surprised forgave him so fast. Though I guess his acknowledgement of her may have been his pathetic attempt of I'm sorry.
...oh and I guess there's Karin, but she lived so....
To summarize...he's honestly done more help than harm so I can see the world forgiving him....though Sakura and Karin would be the two that should be more sceptical. Bee just wouldn't care. Only the Hokage part is icky.
1. Itachi was spying on Akatsuki for Konoha. He was one of Konoha's greatest heroes. Hashirama, Hiruzen and Danzo himself said this. But, Itachi wanted Sasuke to kill him, so it's a pass.

3. Agreed, though he was about to bring him back through the Curse Seal, and would have if it weren't for Itachi.
4. That was Itachi, not Sasuke.
5. Er, yes, we can blame him. What the hell did B have to do with any of that? Nothing. He attempted to kidnap and murder the Raikage's brother.
6. Still doesn't justify taking matters into his own hands. And, motive. His motive was revenge. Everything else was just a happy coincidence. Broken window is broken. The fact is that he killed him for revenge, and when he did, he had just assassinated the leader of Konoha, one of the Great Nations.
7. Attacking the Kage Summit is on par with a terrorist in the real world attacking a G7 Summit. It's a crime.. They attacked him because he had infiltrated the meeting place, and was fully intending to attack Danzo, the Hokage.
8. Trying to kill Karin was downright evil. But she was a criminal as well, so I don't think anybody gave two phucks.
Conclusion: Sasuke is a criminal. He is an international, S-Rank missing-nin.
