It seems you don't thoroughly read. It has been stated,several times, that the two hokages were NOT restored to their full power.Hiruzen,(correct spelling?) couldn't even handle the 9 tails on his own.

Iruka was stating nothing more than a praise sort of like how a guy might praise his wife saying she's the most beautiful woman in the world. is she? usually not. same thing for Iruka, the 3rd was his boss so it was common for iruka to talk highly of him.

furthermore - there isnt any 'proof' seen in fights that state that hiruzen > Hashi.

Iruka was only going what other people said. "People called him the strongest hokage". Kabuto is also someone who called him the strongest.
