Heavenly also has the synonym godlike referring to being beyond the realm of men. How could clone's(Boruto's) eye ever be compared to something such as the Sharingan.

Jougan is the eye which came from another dimension in which the Otsutsuki lived, but Sharingan is the eye which came from heaven. Sharingan and Mangekyou were called heavenly several times. Jougan is just side eye meant to serve the sharingan, as sharingan can master all jutsu by copying which includes space time so jougan would be irrelevant by then.
