I wouldn't say a Jinton is viable without Rikudou power, simply because of the scale of the meteor. Onoki needed Tsunade's Byakugou power to destroy something smaller than PS. And PS is much smaller than a meteor.

100% can deal with the meteor:

- PS
- A large/multiple Bijudamas
- FTG (Provided you have a safe location to transport it to)
- Shinsusenju
- Choukeijugan no Jutsu

Could, depending on how much chakra is available:

- Youton: Gomuheki (rubber absorbs the energy)
- Suiton: Suidanha (Needs enough chakra to cut through like PS sword with Madara's meteorites)
- Jinton: Genkai Hakuri no Jutsu (Again, would require vast amount of chakra)
- Numerous Senpou: Chou Odama Rasenshurikens (DB said one of Jiraiya's could hollow out a mountain)
- A huge volume of Gaara's sand shaped into claws. (Something he did to assist Onoki, but on a larger scale)
