Well I guess Kage level still since he was one of the main Hokage candidates when he was still good.

His snakes are not forbidden either. The only real "forbidden" jutsu that he can't use if he was still good would be Reincarnation since Tobirama used Edo as well.

I think most "forbidden" jutsu's are no longer forbidden once a Shinobi gets to Jounin level.

Think of Orochimaru's most powerful technique that are his own and you will have youir answer.Orochimaru is a scientist.The bulk of his abilities are borrowed.You take away those abilities and he's isn't anywhere near top ten.As for the person who said he took on two Sannin by himself, that is a lie and doesn't tell the full story.Jiraiya was basically a mid level jonin because of Tsunade's poisn.He couldn't used any of his powerful jutsu and the majority of his fighting with Orochimaru was just taijutsu.Tsunade had already been cut by Kabuto, leaving her in shock of her own blood.For the the majority of the Sannin showdown, Orochimaru spent running away and evading before being punch countless times by Tsunade;Punches I might add would of killed Orochimaru if it wasn't for a forbidden jutsu Orochimaru had acquired;The jutsu that allow him to place his soul in the body of another.

Half of what you said made no sense... I agree with the top 10 part, but so what if his abilities are "borrowed"? Lol, what? Every shinobi "borrows" techniques. That doesn't even make sense, man. And we're talking about forbidden jutsu here. Stop trying to make Oro look bad for no real reason.

do you watch Naruto dude? not all high-shinobis know forbidden tech and half of the time they wont use it(except in case of emergency). Iri,oon the other hand uses forbidden tech more commonly.
