Yes it is. I see precognition as having 3 different ways of portraying itself. Mental precognition, when you know something before it happens. Visual precognition, when you see something before it happens. Physical precognition, also known as intuitive reflex, when you feel something before it happens.
Sasuke can't use his sharingan to tell him how things will happen until he sees those things in person.
That's how precognition works, there has to be a initiate or starting point to something that causes everything else to happen.
Even then still not in the same manner precog does.
Again, there is no definite or main way for precognition to occur. It splits into three different categories, which differ a lot from one another.
If Sasuke could use his Sharingan to say "Naruto's gonna knock on my door in 2 minutes" then it happens that is precognition abilities.
That is a mental form of using precognition. However, the Sharingan is based on visual processes, not mental.
If he uses it to predict what hand seals an enemy is going to use based off the twitching of his right hand 3rd fingertip that's not precog
Technically, it is. Even if he needs a starting point to initiate his visual precognition, being able to see/predicts what happens next is literally the definition of precognition, foreknowledge of an event that has not occurred yet. That ninja has yet to make the next hand sign, but if Sasuke can predict it before he does, then he just used precognition.

Everything that occurs is because a catalyst or stimulus has started that event. So even if Sasuke uses mental precognition to know the future before it happens, that future that he predicts would have still needed a starting point in order for it to occur in the first place. Without a starting point, that specific event would not have occured.
People can call it what they want, I'm bored of trying to explain the difference right now.
