i would say madara high diff but hes neither senju nor uchiha neither born with powerful eyes or powerful body anything he had was probably skill/ training based and he knew counters to most jutsu in village as well as having knowledge over all of them. in his prime he would be a good fighter but damn idk that susanoo is looking beast

When I consider of prime Hiruzen... I see an average man with a mount load of jutsu in his arsenal which are at his disposal anytime... Also his jutsu are relatively a stronger version of the original... He knows and mastered the basics... A perfect all rounder, knows ninjutsu, taijutsu?? I doubt it, not a single feat of it... genjutsu?? got trapped in a genjutsu and couldn't do anything... good senses but average or say above-average...No awesome speed feats...

Madara(Destruction incarnate): Godlike strength, can bust mounts and valleys at whim... Hella destructive ninjutsu... Genjutsu user of pretty high class... taijutsu? trained with Hashi an also showed his feats in the war... were impressive,... decades of xp...
uses Kurama as summon and you know what the hell Hiruzen could do when he faced Kurama and I think that was his just prime...
