How will Tobi/Madaras plan work?

I couldnt find this thread on the search bar, so here it is.
How would the Akatsuki be able to fully awaken the power of Juubi even if they captured Naruto? Because he doesnt have the entire nine tails chakra sealed inside of him. Would they need Minatos corpse too?

tobi said he doesn't need all chakra; with little chakra of nine tails and 8 tails he's now reviving ten tails.
for his plan he needs juubi that's all
