i think Naruto will replace his damaged right arm with Madara's cut arm :

maybe like that Naruto will be able to get some uchiha powers in the futur and likely awakens Rinnegan

Tsunade can heal damaged limbs but she can't repair what isn't there. The only effective solution would be Mokuton and Tsunade has none of her Grandfather's talent. Sakura knows less than Tsunade so at best she can stop the bleeding. Only Kabuto and Orochimaru have the experience of growing new limbs. I'm guessing Kabuto helps out and Oro goes missing (after Tsunade mysteriously dies - leaving an opening for Kakashi). Naruto and Sasuke get WZ / Hashirama / Yamato arms and then Sasuke leaves the village to hunt the Snake. Maybe that's just wishful thinking for my own theory though...

Tsunade can activate her cells and create new organs. That is what she did vs Oro in part 1 when she explained her forehead seal. If she can activate someone else their cells is unknown to me though.
