I'm confused....Are you asking how strong they would be if Itachi commanded them?

I'm pretty sure it was the other way around, Sasuke used them all (Taka, Orochimaru and Obito) for power and to help him, got his EMS. Obito didn't have to give him Itachi's eyes, and Sasuke was promised Bijuu power if he did capture the eight tails, which he failed to do. In the end, Obito failed by giving Sasuke those eyes, as they indirectly lead to his downfall.

But yeah, Itachi would have ran the team better.
