How well would curse seals work against Humans and non bijuu summonings?

How well would curse seals work?
I know they're used to bind bijuu powers

But It would of been badass if he just popped them out and start stabbing people with it like his did with his fuma shuriken. How would it work against a human or a summoning that is not a bijuu? See how well it would work against Danzo's body guards, konan, kakashi, gai, or even his sensei.

I think the chains are like mokuton, they just bind chakra and prevent movement. They don't only work on bijuu, I mean nagato used a variant of the rods to halt movements of humans. Just as yamato used mokuton to suppress kisame

So yeah they should work in my opinion

I believe he was referring to how fast naruto in his kurama form was able to free bee and toss the rods back at him before he could activate the chains to seal/pin naruto down.
