Think about it. She traveled to Earth to nurture it and the Chakra Fruit it produces. Knowing Momoshiki and Kinshiki could come at any time she eats the fruit, gains power and builds a Zetsu Army to protect Earth from those two.

Unlike Momo and Kin, she wouldn't think of destroying Earth. But those two would completely destroy it and move to the next Shinju bearing planet.

Even though she was feared as the "Demon Rabbit Goddess" she still allowed humans to live and really didn't give a ratass about weaker people and all that crap.

She allowed humans to live to eventually be chakra and Zetsu slaves. Furthermore, once she was freed, she would continue this process. She's the villain in a currently-free mankind, as she would enslave all of it.

She(along with the otsutsuki) traveled to earth to get the god fruit, she did have some emotional connection to the earth. It's too bad that was never expanded on. Anyways, she was willing to turning billions of innocents into plant soldiers to prevent two(or more) bozos from making life-extending pills out of her chakra... Yeah, that sure is A+ kishi writing.
