[Question] How to get customs approved?

Ok, I submited this, and scorps says I didn't add restrictions... For the sake of respecting the red/blue or whatever-color it-is rule, I do not complain about it, but can someone explain me what restrictions does it lack? I thought that the bolded ones were restrictions...

Description: The tegatana sage of raiton will focus all his Raiton chakra to his tegatana, wile pointing towards the opponent with his tegatana using hand, and will create a 10 meter length, invisible chakra pattern with it, in the shape of a katana. In less than a second, he will be able to release a huge 10 meter blade made of Raiton in front of him, by using the chakra pattern he created earlier. The blade is as thick as the user's body. The user must have activated the tegatana no jutsu first. Only a dojutsu user will be able to see the blade forming (though a sensor can predict it, due to the high raiton chakra concentration), as, to the naked eye, it will appear and disappear in a flash. The blade can flash at any moment during the turn activated and the following turn. If the user has not defeated the opponent by the time the second turn after activation ends, he will die from chakra draining (the user can't deactivate this jutsu). Wile this jutsu is active, the user can only use raiton jutsu that use no hand seals up to B-rank. Each time the user is releasing the sword, he will receive minor burns on his hand.

PS: this thread is not meant to complain, it's just meant to understand what needs to be done to get my jutsu approved... it's obvious that some members have 8/10 jutsu they submit accepted, so, assuming it's not favoritism, they probably know something I don't, and I just want to know what I need to alter in order to get my jutsu approved. I'm not talking about this specific jutsu, I'm talking about jutsu of S and Forbiden rank in general... So, please share any advice you have with me...

Ideal restrictions would be:
~Usable once a match.~
~No A-rank or above Raiton for the rest of the match.~

You should also remove the 10 meters in a second part. Reduce this jutsu a bit.

You should have written the restrictions in a separate paragraph and made them bold so they are easier to spot, also I don't think that's the only reason your jutsu was declined, he did say it was overpowered.

Have another Justu to activate this Jutsu. It would help in kneading and molding the necessary chakra to create the sword. Chidori would be a good variation.

As you fully well know, this IS complaining about your declined CJ. That is not allowed nor will I tolerate it. When I said it didn't have restrictions means that what you wrote in it serves no real purpose of restricting the technique itself. Making such threads is not allowed as its the same as complaining in our VM walls or PM boxes. Doing it in a supposedly "passive" manner by asking other members for help doesn't change the intention behind making such a thread.
