I drew a girl; in photoshop and her arm wrapps around a toy, the toy is a separate layer so how do i get the toy to be in front of her body but behind her arm? do i have to make the arm a separate layer all together? Or is there a way to keep the two connected?

Yes, you gotta make separate layer. At least that's what I think.
Or cut the toy at different parts so it doesn't show over the arms.

you could just put the toy layer on top and delete the bits where the arms go in front of it.

be sure to do a duplicate before making any edits just in case you screw it up, just make the original invisible when you do so

How I do it is take the tool where you can freely highlight and highlight just the arm, copy paste it and put the new arm layer above the other 2
