You've presented these sentences as if they were from the same place. In fact, you've just mixed together some parts of certain verses, as well as the translation itself is quite bad.

Here is what the Quran actually says:

Surah Al-Baqara (that is chapter 2), verses 190-191:

Fight in the way of Allah those who fight you but do not transgress. Indeed. Allah does not like transgressors.And kill them wherever you overtake them and expel them from wherever they have expelled you, and fitnah is worse than killing. And do not fight them at al-Masjid al- Haram until they fight you there. But if they fight you, then kill them. Such is the recompense of the disbelievers.

You also have to know the historical background behind these revelations. They talk about the Meccans, who persecuted and oppressed the first muslims and chased them out of the city. Then muslims were allowed to fight back until the enemy stopped. The muslims and the meccans made a treaty at Hudaybiyah, which was broken by the Meccans.

The problem with people like you is that you see a translation with the word 'terror' in it, and so you start running around shouting 'See, here is proof that Islam supports terrorism. It's clearly in the Quran'...

Anyway, that verse is from Surah Al-Anfal (chapter 8), verse 12. But again, you have to know what that verse is talking about.

[Remember] when He overwhelmed you with drowsiness [giving] security from Him and sent down upon you from the sky, rain by which to purify you and remove from you the evil [suggestions] of Satan and to make steadfast your hearts and plant firmly thereby your feet. [Remember] when your Lord inspired to the angels, "I am with you, so strengthen those who have believed. I will cast terror into the hearts of those who disbelieved, so strike [them] upon the necks and strike from them every fingertip." That is because they opposed Allah and His Messenger. And whoever opposes Allah and His Messenger - indeed, Allah is severe in penalty. "That [is yours], so taste it." And indeed for the disbelievers is the punishment of the Fire. O you who have believed, when you meet those who disbelieve advancing [for battle], do not turn to them your backs [in flight].

Again, this is talking about the battle of Badr, when the above mentioned Meccans attacked the muslims but Allah promised he'd cast fear in the hearts of the Meccans, and in fact muslims won the battle, though the enemy was threefold in numbers. And again, it is not about islam allowing terroristic actions, it's about Allah Himself casting fear in the hearts of the enemies of muslims.
