To get 'simple bio' you don't need achievements, but if you want some stronger cannon characters you need to increase your post count first, each and every bio has it's own set of rules.

Only Naruto Uzumaki bio's can have the Nine-tails.
Only one person can have a Naruto Uzumaki bio.
You need to have mastered the Wind and Fire elements and +5 damage to all ninjutsu.
You need to be at least of Sage rank -10 000 posts-
You need to have been at least a member for 1 year.
The user needs to have gained the permission of Nexus to make this bio.
The user needs to pass a test.
NOTE: most special biographies require much less, in terms of posts and what not.
