If I were to make a banner I would use Fotor. It has great banner templates.

This, and since you were asking how to make banners on Photoshop, you need to experience how to use the tools first, and then try to get photo references of the designs you like the most, and try to dissect how they are made for your own designs.

(It's not bad to get photo references if you're just starting on an application as a learner)

And yeah, like Clown World mentioned, you can search for internet resources such as YouTube tutorials on doing specific stuff.
