How to crate the best top 30

I have noticed a problem, no one can get a top X because there are situations like
X>Y
Y>Z
but yet Z>X


so what do we do?
first step we will agree on 40 candidates in this thread.

second step we agree about who will get in the top 30 by voting,
not in any order.

third step is to make every duel possible between those 30, exactly 465 battles and than each win will get a point,
if there's a tie between x and y, whoever won in the x vs y battle will get the higher place.

each day make a versus thread of another 3 or 2 fights.

if you have any suggestions please share with me.

Well I might as well give some suggestions: Itachi, Minato, Kakuzu, Sasori, Deidara, Naruto, Sasuke, Kakashi, Madara, Hashirama, Hiruzen, Tobirama, B, Nagato, Kisame, Obito...

You just look at their feats, sometimes characters have bad matchups (eg. Sasori & Itachi) but still beat them in a top 10 list. Its because character A (Itachi) has shown more feats which can take out more ninja than character B (Sasori)

Therefore, even though sasori could possibly beat Itachi because of the matchup, Itachi still surpasses him on the overall list.

Problem is trying to Create a Top #. It really just doesnt work.

A much better solution is to createt Tiers of People. Much easier to see overall strength of a Character based on the Tier system.

a list like this shouldn't be based on who can beat who or can't beat who, it should be like NBA 2k ratings, a player with a higher rating doesn't mean he will be better to use in certain situations, same goes for Naruto characters, we should look at overall skills instead of individual battles, for example the stats in databook is a pretty good start, even thou it doesn't include many of the power ups but it shows how strong each character is in different categories.

I actually have my top 30 list, without preparation, I excluded Naruto and Sasuke because when I made it they still didn't finish getting their power ups, even now there are prob still more power ups to come, but Imma only give my top 5 for now because the list changed a little since I made it as the manga progress:
1.Madara with Rinnegan and Mokuton
2.Hashirama
3.Tobirama
4.Itachi healthy
5.Nagato perfect
Hiruzen in his prime would be somewhere in the top 5 but Im not sure where I put him, and other strong-Kage level characters like Hanzo prime, Orochimaru, Jiraiya, Minato, Muu, 2nd Mizukage, 3rd Raikage would come somewhere next in the list. characters like Izuna, Sarutobi Sasuke, and Monzaemon Chikamatsu have chance to be in top 5 as well but they have almost no panel time, well at the time Izuna had even less panel time.
