After a long period (at least a month), when you have had training and from that, new skills. Or when you have something else to add, edit your bio with the needed new information.when i rank up can i just go into my bio and edit it to change the rank?

After that, you simply post your new and edited bio with the headline "Updated-need re-approval".
You can add a clan you wish your bio to be in, if your meets the requirements for it.

No.it's not about your post rank , it's about your training , and the jutsu's you learned
now you only have e-ranked jutsu , when you learn more jutsu you will have to update your bio to be able to use them

This is wrong.
What ever you learn in your training session, you can use immediately. It does not need to be in your bio right away. You can always link your training session if your opponent is out of belief.
