i saw it a long time ago, in a tool assisted speedrun. it involves shutting down power while saving and causing memory corruption, which lets you edit the program code and literaly do anything you wish. from teleporting to anywhere you want to adding 99 of each pokemon and item and even change graphics and data.

there are others game you can do stuff like this in, and speedrunners use it a lot. it's pretty amazing. here is a list of TAS (tool asisted speedrun) that uses memory curroption:

Psychic types were OP in gen 1. not to mention the terrible graphics/sprites of the pokemon. Don't let your nostalgia get in the way of your judgement. Gen. 2 & 3 were good too.
