This will be a mini-series of threads on ways I think the war could have been improved.
The biggest problem with the War thus far, Is Sasuke. Kishi has completely neglected him throughout and has left many big oppurtunities to advance his character untouched. Ever Since Madara showed up, the spotlight has been on Naruto, Madara, and Obito and is unflinching in its direction. Thus, creating a few problems.
1. Madara's reveal took a lot of the mystery around EMS away from Sasuke. Even going as far as to reveal a higher variant of Sharingan in Rinnegan.
2. Sasuke didn't do much in the one battle he was in before jumping into the final battle, thus not showing his full exent against an adversary on his level, nor giving him any character developement.
The manga made it clear at the time that there were three main battles in the war. Naruto & Co vs Obito, Gokage vs Madara, and Itachi & Sasuke vs Kabuto. Two battles which merged into one and have lasted 100+ chapters while Itachi and Sasuke's battle started after both and ended before the two merged. Making it the shortest out of all three battles. Not to mention that the battle itself was pretty dissapointing.
The first fix would have started

. Instead of jumping straight into Edo Itachi & Sasuke vs Kabuto. Kishi should have had Kabuto summon Itachi & Sasuke's generation of the Uchiha Clan with Edo Tensei. Acting as his personal guard. Forcing Itachi to face his clan again and give Sasuke the chance to talk to them about keeping him in the dark and what he was planning on doing. Sasuke and Itachi from here would work together to take defeat the clan once more. Possibly having them dissipate through TnJ like Sasori.
This would have given us major character developemnt for both Sasuke and Itachi. Making Sasuke's decision later in the manga much more believeable and give it more weight.
This would have also retained Itachi's Edo feats so that the next part would detract from his vs standing.
The next part of the battle would have entailed Itachi being incapacitated early in the fight. Leaving Sasuke to fight Kabuto alone.
From this point, Sasuke would fight Kabuto evenly until eventually pushing Kabuto into a corner. Itachi from here would jump in and catch Kabuto by surprise with Izanami, ending the battle.
At this point, Itachi would note something along the lines about Sasuke having surpassed him. Something similar in the fashion in which Naruto was said to have surpassed Minato once attaining Sage Mode. [

]This would have given us further character development for Sasuke, While also putting him where he rightfully should have been in terms of tier at that point.
From this point, the manga would have conintued in the same fashion it did already post Kabuto.
