Word on the Base is that the average Hyuuga is relatively stronger than the average Uchiha and that Average and elite Hyuugas >> Some elite Uchihas?

No where does in the manga does it even begin to mention the Hyuugas hyped strength until both clans were gone.
- Although all Hyuuga were capable of using byakugan and gentle fist, none of them were in the same league as Hiashi and Neji. Hiashi made this clear during the chunin exams Neji had power that even the strongest members didn't possessed.

That's right chunin Neji outclasses the majority of the clan. :th:

-Judging from what we've seen the Uchihas were well versed in many areas of combat while the Hyuuga only specialized in one. In my opinion it makes the Hyuuga predictable and one sided while the Uchiha were more versatile being diverse in different areas of combat.

No contest here. Hiruzen said Itachi had hokage wisdom at the age of 7. He was the youngest to graduate from the academy and solo'd a sanin in his teenage years. Something Hiashi would struggle with and Neji was never able to become that powerful.
Again no contest here. By the age of 17, Sasuke became a Demi God compared to these two contenders. Can easily wipe out the whole clan combined.

This a more well rounded match up. We can call Neji the Itachi of the Hyuuga clan because never has a more prodigous clan member been produced. Yet at the same time by hype and feats Shisui stomps Neji ot of the water. Shisui during a time of war was known for his genjutsu specialties/shunshin and although the Byakugan detect genjutsu/ there is no bypassing this one in a 1v1 situation.
