He says that Naruto could use the power because He is his son. Maybe he had some other ability we are unaware of, considering Kyuubi also said that Naruto had mastered the same chakra transfer technique in BM as the one Minato used. Very unlikely but who knows.

Half of the Kyuubi's chakra was sealed with Minato, but Naruto received the Kyuubi's will and chakra. Minato can't access the separate portion of Kurama's chakra without Kurama's okay, though.
