no, the nine tails is far stronger than the others.

im sure teh eight tails has speed at least somewhat comparable but its safe to assume that it is slower.

There's no answer to it Kishimoto hasn't given us an answer. All we know is that it was because of the Kyuubi because before Naruto hasn't used that speed. Besides Minato only had enough chakra to meet naruto and stop the Nine tails from taking over naruto during the Pain invasion. Naruto is just a special case from the other jinchurikis.. there's not much else to say. Are you satisfied now?
