Boruto will never surpass Naruto. Chances are, Boruto retires from being a shinobi when he reaches adulthood. Similar to Gohan retiring from fighting, when he became an adult.

Boruto is already more of a Genius than Naruto ever was at his age. Naruto is impossible to surpass though, it's not no Goku =/= Gohan scenario either.

Gohan can actually power himself up, while Boruto doesn't have the fraction of Naruto's power since Naruto is a Jin
