The fact that Hashi beat Madara when they didn't have Riku Chakra. Giving them Riku Chakra would raise the power bar, but the power bar between them would be at the same points even though their power grows. Basically If you're stronger than me and I'm weaker and we both get the same power up I'll still be weaker than you, but more powerful than others.
