I don't know how much chakra he had before getting his roids, but if it's like most Uchihas, it wasn't spectacular. I think he'd be able to use kamui a couple more times than Kakashi a day, but he would have gone blind after so many years.

That would force him to rely on other methods of fighting instead, seeing as Kamui is realistically what he does. He'd probably be around the level of Pein if not higher. The ability to use intangibility to avoid costly attacks, or warp opponents is still there. It's just not a first resort tactic now.
