I wouldn't count on that being the case, Mr. scrafty... eehheehehe. The possession of two mangekyo sharingan could possibly allow him to awaken susanoo... And DON'T YOU SAY NO, you need Amaterasu and tsukuyomi for susanoo, because Madara Uchiha proved that theory wrong...

Anyway to answer your question, Mr. Scrafty, I would say he'd definately indeed be Kage level with double kamui... Remember children, we don't know if he's retained any of that sage power, I doubt it.. So it's Obito with Hashi's cells, and double Kamui.... He's still pretty powerful and would be a very formidable opponent to most.

And like Marksonm said, Obito may even meet Hamura, but THAT, is where I have my doubts.. I can't determine the probability of that happening, it's basically a game of chance, because up against the Rabbit Goddess, Kaguya, Obito must Adapt!

Obito doesn't have Amaterasu or Tsukuyomi. He probably won't have Susano'o.
I forgot he has Hashirama's Cells. That could probably prevent him from going blind.

And even if he did get a Susano'o, he'd need to waste a ton of chakra to make it intangible.
And why would he make a Defensive Being like Susano'o intangible?[SUB]
