Depends if Garp trained luffy himself. He would have been a haki beast and he does have the kings haki. Without Garp the story would have been different.

He would be stronger as Sanji still, and omce he mastered Haki stronger than Zoro and ultimately Garp's level, with the Gomu Gomu he will be like Garp on steroids
