He would be quite strong. Stronger than JJ Madara but weaker than Kaguya.

Without Hogoromo's power up an str8 up JJ then I'd say weaker than JJ madara an above Jubito. Battle experience is a big thing and Madara outweighs them as far as being battle ready, the manga prove that.

Obito didn't have EMS so he's under Sasuke as far as JJ. Sasuke would only have 2 Rinnegans like Madara and not his 6T Rinnegan like his Hogoromo power up because that wouldn't come about.

JJ Sasuke would have a hard time against JJ Madara because the lose of his sharingan an it's abilities he's use to. So we'd have to say both of them with mastery of being JJ, then I'd still say Madara because he grew up during war time with constant battle while his clansmen grew up when times were kinda chill.
