I believe he would've been the transmigrant instead, manga implies that EMS is Indra's eye power divided between siblings and either of them have a chance of awakening his power.

I say that because Itachi and Izuna weren't transmigrants but were still their brother's equal at the very least, and Naruto never noticed Indra's presence until Kage summit which suggests Sasuke didn't have it until it bloomed after he awakened MS and Itachi died.
