You guys do know RSM isn't the cloak right? It's his form of perfect sage mode, that he was in when he kicked the TSB.

Anyway, he'd be a little bit weaker than Naruto. He doesn't have a chakra battery fueling him, nor is he a psuedo Juubi jinchuriki.
He was only a tier above BSM Naruto to begin with.

His usual arsenal of Wood Style techniques are all destroyed by regular techniques from Naruto or Sasuke. Wood Style: Wood Human Technique, said to be the rival of Perfect Susano'o, actually gets destroyed by long-range slashes and Rasenshuriken (which can expand before reaching a destination, meaning catching is useless). Sage Art: Wood Style: True Several Thousand Hands is Hashirama's best option, but I can only see it producing a tie with either opponent. He'd only be on their level if not below. Definitely not on Madara's.

Hashirama's RSM would not come with bijuu chakra or their KKG. So max he'd be on par with Naruto/Sasuke.
