It's not OP if it's going to kill you to use it, not to mention the fact that it's a short time. Hashirama might be able to tank it given his incredibly high chakra reserves as well as his auto healing and Minato can probably survive it if he's fast enough.
Agreed. A Hokage such as Hashirama, Tobirama, Hiruzen, Minato, and/or Tsunade has shown to be incredibly powerful and not easily beaten. No Hokage has been defeated 1 vs 1 yet, and even Tsunade was doing pretty well against 5 EMS Madara with Susano'o, with Hiruzen being able to handle his two masters as well as Orochimaru, an opponent who was more powerful than him. So for the eighth gate to provide temporary powers greater than even a Hokage is amazing. I just hope Kishi doesn't screw up the eighth gate after hyping it and making us wait so long to see its actual power.
