How Strong Was Shisui

Exactly how strong was Shisui Uchiha?
We know games portray him to be slightly superior to Itachi at the time of the Uchiha Clan Massacre, but we also know they aren't reliable.
Secondly, if Shisui was so immensely powerful, why wasn't he revived with Edo Tensei? Surely he would be an asset to the Akatsuki, seeing as Kimimaru was able to cut down an entire division.
Lastly, would it have served the story for Sasuke to have been trained at some point by Shisui. Would it have been better than being trained by Orochimaru?

He is above 3T Itachi and on par with MS Itachi. Shisui wasn't revived as an Edo because Kabuto couldn't find his body.

Kabuto couldn't get his DNA, kabuto said himself that he would have loved to revive shisui but his body was completely destroyed so no DNA was left

Shisui wouldn't train sasuke, because sasuke would betray the leaf.

Take this as u will, but they played with that idea in the filler and Sasuke was only about as strong as Hebi Sasuke. There wasn't any difference when he trained under shisui

Shisui was a few years older and they were on par with each other when Shisui had his Mangekyo and itachi only had 3tomoe. Shisui probably a little stronger.

When Itachi obtained his MS when Shisui died he pretty much left him in the dust

That depends, i dont really remember when shisui joined the anbu. Though as a gifted uchiha he also had things itachi didnt had.

Also, seeing as Orochimaru wasn't a Raiton buff, why couldn't Shisui accomplish the same thing Orochimaru did, in terms of Raiton. My guess is he'd probably end up being a Katon Prodigy instead of a Raiton Prodigy.

The most notable difference is probably his attitude and combat style. He would probably be calmer but less cynical, and his combat would probably be a little less focused on lethality.
