I think it was implied that he reached Kakashi's level once he awakened his 2-tomoe Sharingan and they fought Rin's kidnapper together on equal footing.

Sharingan-less Obito was pretty damn garbage though.

pretty much this... though when he awakened MS along with wood release he went straight to high kage level...
