Kabuto on a whole is the strongest ninja shown in the manga thus far..

Excluding so6p and sons of course

tobi comes in second

Kabuto is a special exception that CAN be trusted because he was so knowledgeable. He knew about the Rinnegan, as well as Madara´s current power, and he STILL calls himself closer to the sage. I suppose not even Tobi and Madara can bring a cave to life.

Don´t use the DNA samples as a crutch. You need to master the DNA and prevent it from overtaking you like Orochimaru`s cells, or the First Hokage. Only Naruto had what it takes to control the DNA of so many people.
