How strong was healthy Kimimaro ?

Been thinking about this for a while now, how strong he actually was. It seems like the majority underestimated him. but here a few point about Kimimaro.

Healthy kimimaro would be slightly stronger than pre-hebi sasuke,
and slightly weaker than hebi sasuke,
somewhere in between from them,
he is still much inferior to any of the current kages as well as most of the akatsuki members

No telling how much stronger he theoretically could have gotten though. . . dude was only 15. Probably would have been nasty if he lived on to develop his skills in part two.

Healthy Kimimaro who grew up to shippuden: atleast mid Akatsuki level, Kakuzu, Sasori, Hebi Sasuke tier.

As a part 1 character he's pretty strong even by part 2 standards (aside from the demi-gods). That alone speaks volumes.

A healthy Kimimaro would probably be mid-Kage level (albeit on the lower end), and at worst, low-Kage level. Basically, better than people like Mei and Sakura, marginally better (barely) than Tsunade or old Hiruzen (Edo feats), but definitely lower than people like Sasori, Deidara and Kakuzu.

Top tier durability (heightened by CS1 and CS2), with regenerative capabilities in case said durability is bypassed, not to mention top tier Taijutsu finesse / acrobatics and Kenjutsu, excellent speed, and ranged attacks like finger bullets make him a real threat. Combine that with a nigh insta kill AOE attack in the form of Bone Forest, and the guy definitely deserves a slot in the Kage-level tier.

Of course, had he lived over the time skip and given the opportunity to train, I have no doubt he'd have been standing in the higher end of the mid-Kage level tier, perhaps even on the lower end of the high Kage tier.

He's more powerful than kabuto who was part 1 kakashi's equal, and was most likely around hebi sasuke's level.

I consider Mei stronger than Sakura, but not so much so that it justifies putting her in a different tier.

Mei on paper would probably go up to high Kage-level if she applied her versatility properly. She has two Kekkei Genkais in the form of Acid and Lava release, not to mention high level Suitons. She should also have Katon and Doton expertise considering her Kekkei Genkai, both of which are currently unproven.

As things stand now, though, her on-paper efficiency simply doesn't / hasn't been translated well to battle scenarios based on her showings, and probably never will given she will most likely remain in a cocoon until Naruto and Sasuke finish off Kaguya / Madara.
