He didn't actually try to fight Itachi-he just sat there and let Itachi kill him. We don't see Fugaku fight at all. We know that he was head of the powerful Uchiha clan and trained Itachi.

3T Itachi had hype, 3T Sasuke had hype, many other characters which were never shown had hype, he had none. Reason ? In all probability he was not that strong.

In episode 357 of the anime Danzou said that Fugaku's intelligence was one of the greatest of the generation, also in ch 223 of the manga Sasuke praised Itachi's shuriken skills by saying it was even better then their father, meaning Fugaku was probably pretty good at it, he was probably rank third after Itachi and Shisue before the massacre. Also when Minato was appointed Hokage he can be seen standing atop the acadamy sp he was probably at the level of highest ranking shinobi in konoha.
