How Strong is the 4th Kazekage?

How would you you rank him? How powerful is he?

Pros:
-He's basically Gaara, with more attractive sand
-His Gold Dust is lighter, and therefore faster, than Gaara's (Or is it heavier? In that case it should have more impact)

Cons:
-It didn't take long for him to be defeated by Gaara (I say he was trolled)
-He was seemingly one-shotted by Orochimaru

I think gold sand would be heavier but I think the manga mentioned something about his being faster... Nonetheless, I feel because he was defeated so easily by Gaara, he can't be too impressive. Maybe he's just not as skilled with his sand as compared to Gaara and Sasori with the 3rd Kazekage. He seems to have a cool ability though.

he might have not been 1 shotted by Orochimaru.. that scene from the anime wasn't canon.
Kimimaro Kabuto and Orochimaru all went along to kill him.. He might have put up a decent fight in his home field where he had the advantage of Sand. I want to believe that.. but he did fight 2 Kakashi level shinobi at that time and a Jiraiya level shinobi at once. He could have had a booby trap set in case people invaded at some point , but whatever..
I think he was respectively strong. Also I think Kabuto said they couldn't do it without Kimimaro there.
