Her base should be Kage level or above it and with her Yin seal even stronger than that. Yin seal should have her on Hashirama, Tobirama, and Madara level if she trained well.

Agreed. I think she could be really strong. Like much stronger than the 5th. Maybe equal to kage level or just a little under kage level.

Edit: I do not agree. Being immortal does not increase your strength at all. It does increase your defense (being able to tank alot of damage)
