How strong is Orochimaru?

What makes Jiraiya stronger than Orochimaru? We haven't even seen him fight at his fullest. Not saying Jiraiya isn't strong, but you have to look at it for what it is. I feel like people say Jiraiya is stronger because of his Incomplete Sage Mode, which is pretty dumb in my opinion. I feel like people tend to underestimate him.

So let me ask you this; If Orochimaru and Jiraiya fought right now. (Current orochimaru meaning he has his former powers back, senju body, wood style.)

I'm also pretty sure he has Zetsu's abilities too, due to him using the Living Corpse Reincarnation a.k.a Immortality Technique.

I know I could be wrong or whatever, but I felt the need to post something.

Orochimaru is mid-high kage level. The same tier as SM Jiraiya and the current Gokage with the exception of Mei and Tsunade.
